Archbishop Iannone was taking the USCCB norms into account. As you stated, the norm applies to three solemnities; the Immaculate Conception is not one of them, yet the USCCB’s office for worship was acting as if it was. Hence, Paprocki asking for clarification.

No, he wasn’t. He is clearly referring to Canon Law in a general way - referring to Can 1246 §1.

Neither Paprocki’s question, nor Iannone’s (very general) answer makes any reference to Can 1246 §2 - which allows bishops’ conferences to modify the norms on Holy Days for their country.

Clearly Paprocki had some kind of beef with the way the USCCB Liturgy committee has always handled this feast and he decided to do an end-around with the intention of imposing his will on the entire US Church.

If the Immaculate Conception is not part of the USCCB norm then there is no reason for Iannone to refer to it, and the determining canon regarding the issue would be the general universal norm.
